HARIANEXPRESS – Egg-laying chicken farmers in Blitar Regency are urging the Minister of Agriculture to revise Permentan 10/2024, advocating for 100% Day Old Chick (DOC) allocation for small-scale farmers, (22/8/2026).
The Koperasi Berkah Telur Blitar, represented by its Chairperson Yesi Yuni Astuti, asserts that the existing Day Old Chick (DOC) distribution scheme under Article 24 of Permentan 10/2024 is unfavorable to small-scale farmers. This regulation currently allocates 2% of DOC to integrators and 98% to other farmers, with the latter portion further divided into 88% for small-scale farmers and 10% for large-scale operators.
Yesi Yuni Astuti confirmed that this proposal had been directly communicated to the Minister of Agriculture during a meeting held in Surabaya on August 11, 2026. During that discussion, the ministry justified the 2% allocation for integrators by citing export requirements.
“We are requesting a review or amendment to the Permentan. We demand that 100 percent of the DOC allocation be returned to small-scale farmers,” ujar Yesi, Sabtu (22/8/2026).
Yesi emphasized that the draft Permentan clearly specifies the allocation is intended for domestic needs. She further revealed, “The Minister of Agriculture had actually agreed with the idea that egg-laying chicken farming should be fully returned to the people.”
In addition to demanding a revised DOC distribution, Blitar farmers are advocating for rigorous oversight mechanisms and binding legal sanctions. They propose adding a strict clause to Permentan 10/2024 that mandates the revocation of business permits for those found in violation of distribution rules.
“Kalimat yang ingin kami tambahkan ke Permentan adalah: bagi yang melanggar akan dicabut izinnya. Beliau sepakat dan menyampaikan akan mengundang kami ke Jakarta saat penandatanganan revisi,” ujar Yesi.
Currently, Blitar farmers await confirmation and the fulfillment of promises for these regulatory amendments. They reject any revision implemented solely through implementing guidelines without modifying the core legal framework within the Permentan itself.
